Case Study of the Personnel Location Management Project at Chengyuan Salt Chemical Plant
I. Project Background
Laizhou Chengyuan Salt Chemical Co., Ltd., a leading enterprise in China’s salt industry, ranks at the forefront of the sector in terms of scale, profitability, and product quality. The company annually produces 1.2 million tons of high‑grade raw salt, 5,000 tons of bromine, and 2,000 tons of premium marine products. Its land‑based and maritime logistics capacities reach 3.6 million tons and 3.0 million tons per year, respectively, while the dedicated raw‑salt terminal at Laizhou Port boasts an annual storage and handling capacity of 2 million tons. In addition, the company is actively advancing projects for the comprehensive utilization of brine from salt production, as well as solar‑powered photovoltaic generation and university‑collaborated eco‑friendly salt‑making circular‑economy initiatives, demonstrating robust growth momentum.

However, as the company’s operations continue to expand, the plant’s footprint has grown steadily, with a large number of equipment units and a complex operating environment, while employees and vehicles are widely dispersed. This poses significant challenges to personnel and vehicle management on site. Traditional management approaches struggle to provide effective oversight of staff, fail to enable comprehensive risk control, and have led to increasingly apparent safety concerns and declining production efficiency.
II. Project Implementation
To address the challenges faced by Laizhou Chengyuan Salt Chemical Co., Ltd., our company, leveraging its extensive expertise in positioning technology and deep understanding of the chemical industry, has custom‑developed a “Chemical Personnel Positioning Management System” based on distributed Bluetooth positioning technology.
During the implementation process at the plant site, we carried out comprehensive indoor and outdoor deployment of Bluetooth Beacons. Through meticulous surveying and analysis of the plant environment, we determined the optimal Beacon layout plan, ensuring seamless signal coverage with no dead zones. Meanwhile, we equipped 1,200 employees with custom-designed positioning cards, which offer high-precision location tracking and reliable data transmission.
III. Functional Applications and Outcomes
(1) Real-time Positioning and Trajectory Playback
Through this system, management personnel can view employees’ precise locations within the plant in real time and monitor their work activities. In the event of an abnormal situation, they can quickly pinpoint the affected employee’s location and take timely corrective actions. Additionally, the trajectory‑playback feature enables retrospective analysis of employees’ historical movement patterns, providing robust evidence for accident investigations and liability determination.
(II) Video Integration
The system has been seamlessly integrated with the plant’s video surveillance equipment. When an alarm is triggered or when a specific area requires close attention, managers can simply click on the corresponding location on the positioning management platform to instantly access real-time video feeds from that area, gaining an immediate and clear view of the situation on the ground. This significantly enhances emergency response speed and the accuracy of decision-making.
(3) Personnel Request for Help and Alarm Reporting
The location‑tracking cards worn by employees are equipped with a one‑button emergency alarm. In an emergency, employees simply press the alarm button, and the system immediately transmits the alert to management personnel’s devices, displaying the precise location of the alerted employee to ensure timely assistance.
(4) Electronic Fence Configuration for Special Areas
We have installed electronic fences in hazardous and critical areas within the plant. When employees enter these zones without authorization, the system immediately triggers an alarm, alerting management to take prompt action and effectively preventing safety incidents.
(5) Patrol Inspection Management and Monitoring
The system enables real-time monitoring and recording of inspection personnel’s routes, schedules, and tasks. Managers can use the platform to track the status of inspection assignments, ensuring that inspections are conducted in accordance with established requirements and standards, thereby enhancing both the quality and efficiency of inspection operations.
By implementing the “Chemical Personnel Positioning Management System,” Laizhou Chengyuan Salt Chemical Co., Ltd. has achieved efficient management of personnel across its plant premises, effectively mitigated potential production hazards, ensured worker safety, and advanced the intelligent development of safety management, thereby providing robust support for the company’s stable growth.
