Yantai Jinfushi Factory Site Staff Location Management Project

Case Study of the Chemical Personnel Location Management Project at Yantai Jinfushi Ink Co., Ltd.

I. Project Basic Information

Project Name: Chemical Personnel Location Management System Construction Project of Yantai Jinfushi Ink Co., Ltd.

Client: Yantai Jinfushi Ink Co., Ltd.

Project duration: 2 months

Project Objective: To address the challenges of personnel monitoring in the plant area—stemming from the high volume of hazardous materials and complex facility layouts—ensure worker safety, mitigate potential production risks, and advance the intelligent development of safety management.

II. Overview of the Client Organization

Yantai Jinfushi Ink Co., Ltd. was established in 2002 and is located in Yantai, Shandong—the “Home of Apples.” The company occupies an area of over 16,000 square meters and boasts an annual production capacity exceeding 5,000 tons. Specializing in ink manufacturing, its main product lines include water-based gravure printing inks for plastic film surface printing, composite inks, water-based flexographic inks for plastic film surface printing, water-based flexographic inks for kraft paper and white cardboard, as well as environmentally friendly benzene- and ketone-free gravure inks for plastic surface printing. In addition, the company holds a business license permitting the storage, handling, and sale of hazardous chemicals such as 2-propanol, methylcyclohexane, ethanol, and ethyl acetate.

However, the company’s production environment harbors numerous safety hazards, including flammability, explosiveness, toxicity, corrosivity, high temperatures, and high pressures. The plant layout is complex, with a wide variety of hazardous materials, uneven personnel density, and a lack of effective monitoring and predictive systems. As a result, potential issues are difficult to detect and address promptly, which not only reduces operational efficiency but also poses a serious threat to worker safety.

III. Project Implementation Plan

(1) Deployment of Bluetooth Beacons

Bluetooth Beacons have been comprehensively deployed throughout both indoor and outdoor areas of the plant. Based on factors such as the plant’s architectural layout, the distribution of hazardous zones, and personnel movement patterns, the installation locations and density of the Beacons have been scientifically planned to ensure seamless signal coverage with no blind spots, thereby providing a stable and accurate signal foundation for personnel positioning.

(II) Wearing the Positioning Card

Customized positioning cards have been provided to 200 staff members within the factory. These cards are compact, lightweight, and comfortable to wear, ensuring they do not interfere with employees’ daily work. The positioning cards work in tandem with the deployed Bluetooth Beacons to achieve high-precision personnel tracking.

IV. Functional Applications and Outcomes

(1) Real-time Personnel Positioning

Through the “Chemical Personnel Positioning Management System,” management personnel can view the precise locations of 200 workers within the plant in real time on the management platform, gaining insights into their work activities and spatial distribution. In the event of an emergency, the system enables rapid location tracking of affected personnel, facilitating timely rescue operations and significantly enhancing response speed.

(II) Trajectory Playback

The system can record employees’ historical activity trajectories, which managers can access and review at any time. During accident investigations or post‑incident reviews, the trajectory playback feature provides clear, accurate evidence, helping to identify root causes, assess work efficiency, and inform subsequent management improvements.

(3) Video Interconnection

The system has been seamlessly integrated with the plant’s video surveillance equipment. When an alarm is triggered or when a specific area requires close attention, managers can simply click on the corresponding location in the positioning management platform to instantly access real-time video feeds from that area, gaining a clear, on‑site view and enhancing the comprehensiveness and accuracy of security monitoring.

(4) Electronic Fence Configuration

Electronic fences are installed in hazardous areas, key zones, and restricted-access areas within the plant. If an employee enters these areas without authorization, the system immediately triggers an alarm, alerting management to take prompt action, thereby effectively preventing safety incidents and ensuring the personal safety of employees.

By implementing a “Chemical Personnel Positioning Management System,” Yantai Jinfushi Ink Co., Ltd. has successfully addressed the challenge of personnel monitoring, ensured worker safety, mitigated potential production hazards, advanced the intelligent development of safety management, and enhanced both its overall safety management capabilities and production efficiency.
