China Petrochemical Henan Petroleum Branch Personnel Positioning System
The Provincial Intelligent Personnel Positioning System Central Platform Project for Sinopec Henan Petroleum Branch is a forward-looking, strategically significant information‑technology upgrade initiative. The project’s core objective is to leverage cutting-edge positioning technologies and digital tools to comprehensively optimize personnel management across more than 20 refined‑oil depots under the Henan Petroleum Branch, thereby enhancing operational safety and management efficiency. By establishing an efficient, precise, and intelligent central platform for personnel positioning, the project will enable real-time, dynamic, and accurate management of staff at each depot, providing robust technical support for safe production and streamlined operations at Henan Petroleum Branch.
Implementation Plan
Oil Depot Construction

More than 20 refined oil depots across Henan Province are each undertaking independent construction of a Positioning System. Each depot customizes its system deployment based on factors such as its actual layout, area size, functional zone divisions, and the specific characteristics of personnel operations. High-precision personnel positioning and identification devices are installed at key entrances and exits to ensure accurate recording of personnel entry and exit times, identity information, and other relevant data, thereby enabling fine-grained management of personnel access to the depot areas. Meanwhile, positioning base stations and sensors are strategically deployed throughout the depot’s various operational zones, hazardous areas, and around critical equipment, allowing for real-time, precise tracking of personnel locations within the facility.
For specific roles—such as oil depot inspectors and safety supervisors—the system will establish dedicated work‑area and time‑based access rules. If personnel in these positions leave their designated work areas or fail to complete their assigned tasks within the prescribed time frame, the system will automatically trigger an out‑of‑position alarm and promptly send alert notifications to relevant managers, enabling swift corrective action to ensure the smooth operation of oil‑depot activities and maintain workplace safety.
In the realm of intelligent inspection management, the system generates detailed inspection routes and task lists for each inspector and uses personnel‑location devices to record real‑time data on inspection paths, dwell times, and other relevant metrics. Management can monitor the progress of inspection tasks at any time via the system’s backend, promptly follow up with and evaluate personnel who fail to complete their assignments on schedule or to the required standard, thereby effectively enhancing both the quality and efficiency of inspection operations.
In addition, the system is equipped with a perimeter‑intrusion alarm function. By delineating distinct safety zones and restricted areas within the oil depot, the system immediately triggers an intrusion alert when unauthorized personnel enter a restricted zone, prompting relevant staff to take prompt action and thereby preventing potential safety incidents.
Establishment of the Branch Company’s Central Platform
A powerful central platform has been established at the headquarters of the Henan Petroleum Branch, serving as the core management hub for the province-wide personnel positioning system in refined oil depots. This central platform boasts high levels of integration and compatibility, enabling seamless connectivity with the personnel positioning systems of individual depots and allowing it to receive and process, in real time, positioning data, alarm information, and inspection completion status from each depot.
Through the center platform’s visual interface, branch‑office managers can intuitively access real‑time information on personnel location and distribution at each fuel depot, including activity trajectories, alarm notifications, and the status of inspection tasks. In addition, the center platform offers robust data‑analysis capabilities, enabling in‑depth mining and interpretation of collected data to provide branch management with a scientific, accurate basis for decision‑making, thereby achieving unified command, coordinated dispatch, and centralized oversight of personnel management across all provincial refined‑oil depots.
Functional Applications
Oil Depot-Side Functionality
Personnel Access Management in the Storage Area: Leveraging advanced personnel positioning and identification technologies, the system authenticates and logs all individuals entering or exiting the oil depot. It automatically recognizes employee ID badges, fingerprints, facial features, and other biometric data, ensuring that only authorized personnel are permitted access. Additionally, the system records entry and exit times, dwell durations, and other relevant metrics, providing comprehensive data to support personnel management and security audits.
Off‑Duty Alert Management for Designated Positions: For critical roles within the oil depot—such as the shift supervisor and inspectors—strict work‑area boundaries and time‑slot restrictions are established. If personnel in these positions leave their designated areas or fail to report to their assigned locations within the prescribed time frame, the system immediately triggers an alarm and notifies relevant supervisors via SMS, email, platform messages, and other channels, enabling prompt corrective action to ensure the safe and uninterrupted operation of the depot.
Smart Inspection Management: It establishes scientifically sound and optimized inspection routes and task lists for field inspectors, transmitting this information in real time to their location‑tracking devices. During inspections, the system automatically records the inspector’s route, dwell times, and the status of completed check items. Managers can use the central platform to monitor inspection progress and quality in real time, promptly address and track any issues identified, thereby enhancing the efficiency and accuracy of inspection operations.
Perimeter‑Intrusion Alarm Management: Within the oil depot, different zones are delineated in accordance with safety requirements—such as hazardous areas and restricted zones—and electronic fences are established. When unauthorized personnel enter these zones, the system immediately triggers a perimeter‑intrusion alarm, alerting relevant personnel to take prompt corrective action and prevent safety incidents. At the same time, the system logs details such as the intruder’s identity, the time of the breach, and the location, providing a basis for subsequent safety analysis and accountability.
Branch Center Platform Functions
Through the central platform, branch‑office managers can achieve centralized management and monitoring of the province‑wide personnel‑positioning system at all finished‑oil depots. The platform provides an intuitive visual interface that displays each depot’s real‑time personnel location distribution, activity trajectories, alarm notifications, and the completion status of patrol tasks. Managers can, as needed, filter, query, and analyze data from different depots, promptly identifying potential safety hazards and management issues. In addition, the central platform supports data export and report‑generation functions, facilitating data analysis and reporting by management. With unified management, the branch office can allocate human resources more efficiently, optimize depot operating processes, and enhance overall management standards and economic performance.
Project Implementation Period
This project was officially launched in 2021 and was fully completed and put into formal operation by 2023. Throughout the implementation process, all tasks were advanced in a phased and systematic manner, strictly adhering to the established timelines and planned schedule. From the preliminary research, scheme design, and equipment procurement in the early stage, through system construction, commissioning, and optimization in the mid‑stage, to the subsequent trial run and acceptance handover in the final stage, rigorous quality control and meticulous progress management were applied at every step, ensuring that the project was delivered on time and to a high standard, thereby bringing significant improvements and enhancements to the finished‑oil depot management of the Henan Petroleum Branch.
