Personnel Positioning Management at the Laizhou Xinhai Salt Chemical Plant Area


I. Project Background

Laizhou Xinhai Salt Chemical Co., Ltd. was established in 2008 with a registered capital of RMB 5 million. Located in Laizhou City, Shandong Province—a region renowned for its abundant natural resources, robust industrial base, and convenient transportation—the company has long been dedicated to the production and marketing of various salts and other chemical raw materials. Its product portfolio is extensive, encompassing industrial salt, solar‑evaporated salt, de‑icing salt, and numerous other salt‑based products, as well as magnesium chloride, magnesium sulfate, calcium chloride, and other chemical raw materials.

However, the unique characteristics of chemical manufacturing pose numerous challenges for enterprises. The plant premises harbor hazardous factors such as flammability, explosiveness, toxicity, corrosivity, high temperatures, and high pressures. Coupled with complex facility layouts and a wide array of hazardous materials, it is difficult to accurately manage personnel density. Moreover, the lack of effective monitoring and predictive tools makes it hard to detect and address potential safety risks in a timely manner, which not only reduces operational efficiency but also places employees’ personal safety under severe scrutiny.

II. Project Implementation Plan

(1) Selection of Positioning Technology

Employing distributed Bluetooth-based positioning technology, this solution offers high accuracy, low power consumption, and robust stability, enabling it to adapt to the complex environments of industrial facilities and providing reliable technical support for personnel location tracking.

(II) Beacon Deployment

A comprehensive on-site survey was conducted throughout the factory premises. Based on factors such as the facility’s architectural layout, the distribution of production areas, and staff movement patterns, Bluetooth Beacons were strategically planned and deployed both indoors and outdoors. This ensures full and stable Beacon signal coverage, enabling precise positioning whether in spacious production workshops or in the narrow corners of warehouses.

(3) Equipment Provisioning for Positioning

Customized positioning cards have been provided to 300 staff members within the factory premises. These cards are compact and lightweight, comfortable to wear, and do not interfere with their daily work. Once staff members wear the positioning cards, they can communicate in real time with the deployed Bluetooth Beacons, enabling precise location tracking.

III. Outcomes

(1) Real-time Personnel Positioning

Function Description: System administrators can use the web‑based or mobile management platform to view the real-time locations of 300 personnel within the facility. On the platform’s map, each worker’s position is clearly marked with an icon, enabling administrators to track staff movements at any time and monitor their location and activity status.

(II) Trajectory Playback

Function Description: The system automatically records the historical movement tracks of staff members, which can be retrieved and viewed by administrators at any time. The track playback feature supports filtering by time, personnel, and other criteria, facilitating post‑event reviews and incident investigations. Through track playback, administrators can clearly visualize staff members’ routes and work activities over a specified period.

(3) Electronic Fence Configuration

Function Description: For hazardous areas within the plant, such as chemical storage zones and high‑temperature, high‑pressure equipment areas, the system deploys electronic fences. If an unauthorized worker enters these zones, the system immediately triggers an alarm and displays the intruder’s location and relevant details on the management platform. Additionally, users can configure customized electronic fence rules, including permitted entry times and access permissions for specific personnel.

IV. Project Summary

By implementing a “Chemical Personnel Location Management System,” Laizhou Xinhai Salt Chemical Co., Ltd. has successfully addressed the challenge of personnel location management within its plant premises, ensuring worker safety, mitigating potential production hazards, enhancing operational efficiency and management standards, and advancing the intelligent development of safety management.
